The reason they randomly changed to English in Panty & Stocking is because in Japan, you're not supposed to curse on television (or something like that), so to get around it, they used English to curse. This is also why there's a lot of tentacle porn in Japan; in Japan, you cannot show a penis/vagina unless you censor it in some way, so an easy way to get around that is to use penis-looking tentacles, because they're technically not penises. That's also why there's little tiny censors on them.
