It's the Vinyl Reanimators remix of the "Street Dreams (Remix)" featuring R.Kelly.
It was released on the Vinyl Reanimators Remixes EP #1 back in 1997.
This EP also contained remixes for the Beatnuts' "Do You Believe?" and Mic Geronimo's "Unstoppable."
