Non-Contact Attachment Utilizing Permanent Magnets

I think I get the general idea of controlling field strength and engagement distance, but what I don't understand is how one can get two opposite forces going on at the same time with different values for them. I cannot see why the discs shown should do anything other than produce a simple attraction eachother, near or not, as long as they are aligned.
