A generation late! This is the kind of vision Nixon or Carter should have put forth! It's been derailed by the Obama administration now, meaning that the US won't be carrying it out for another decade & that will only happen when either China, India or even Russia put a similar vision into actual practise! That will finally get the USA & NASA off their collective asses, in regards too manned spaceflight! It will still amount to many decades(1970s-2000s+) wasted, in the exploration of Space!
