did the cop say to him any commands, like get on the ground, or put your hands in the air, anything?
if he did, and the guy ignored him, that is an uncooperative person, means the cop can take more action against him to get things under control.

idk if anybody was there, but there wasn't any ice yet. It was all snow until overnight it turned to ice. He could have packed that snowball real well but that was powdery snow. Nothing near as hard as ice.
