Using automobile jumper cables to steal electricity is nothing new in the hood. People will also steal an electric meter from an unoccupied house and then use that stolen meter to steal electricity at another house. It especially common to find stolen meters in Philly rowhouses because in many of those houses the meter connection is not visible on an outside wall, rather it is in the basement.
