Great idea but in any evacuation the fastest moving are evacuated first, the guy in the wheel chair would have to wait. In the event there was a real panic his wheelchair could block the exit.
Waiting for trained fire fighters to operate the units would take way less time, not to mention STRESS, than some panicked office worker, or worse. There is also the need to get fire fighters UP into the buildings for those who need help, when all the able-bodied have gotten themselves to the fire escapes.
The usual Israeli innovation - smart and clean operating! Love it!
Some answers to questions:
Almost every rooftop in Israel is covered with solar collectors - no need to wire the operating motors into other building systems.
This video shows a SINGLE system in operation. MULTIPLE units, designed and installed accordingly around the entire building would easily take care of the needs of higher traffic.

During 9/11 allmost all of the stair cases were blocked by fire (this has happened a few times in different disasters). therefore firefighters couldn't get access to trapped people. the above invention fixes this issue. Though im not sure how high of a building it would work on.
This 'manned' system versus the Ingstrom Escape Chute: Though THIS system has automated deployment - it severely limits the number of evacuees per minute. While they're descending others are trapped above. Even if there is the option to send it around the outside of the building (ie: on window washer tracks) it still requires trained operators such as the firemen in the video OR 'Fire Marshalls'.
With floor mounted chutes one person every 3 seconds can descend - requiring NO trained operators.

This system would be able to work on any square building, however the higher the building, the longer it gets to go to the people on the top of it.
