Even if my meter is not accurate, 800kv will easily arc through and across the cheap inner circuitry of the stun gun. Look at a Tesla coil with only 400 Kv. It may have more secondary current, but voltage is what primarily determines how far electricity can jump. Please correct me if I'm wrong, Mr. Idiot, sir (I had fun typing this)

3) remember that there is physically no way to get a voltage WITHOUT making a current flows. A voltage between to points does always make a current flows. A stun gun doesn't give more than a few nano amps (10E-9Amps), but there is a current. Nothing is perfectly insulating, or perfectly conducting.
@zackthegoth Tesla coils are around 800kv and they shoot large bolts of electricity. Try containing that power in a tiny buzzing cheap stun gun which feels like a bee sting (on steroids).

the meter you have is probabley and a/c meter, rather than the d/c meter you need.
