All you need is the correct number of compliance parts to put a stock on it making it a rifle, no paperwork required. The 16 barrel is why its not an SBR. You can convert a pistol with a long enough barrel to a rifle but not the other way round without paperwork. This guy is srsly confused...

If you buy it as a pistol, it has to stay a pistol. You can't put a buttstock or foregrip on a pistol. If you out a foregrip on it to be legal you would have to apply to the ATF for a $5.00 AOW stamp. But you cannont put a rifle buttstock on it. Once a pistol always a pistol. You could aways hold the mag well like it was a foregrip.
@ksthomas Old post but I feel I need to correct you. No, a pistol can be made into a rifle, but not vice versa. If you take a pistol and add a 16in barrel and a stock, you have made a rifle, and can add whatever foregrip you want. You cannot add a stock to a pistol without a long barrel, thats an SBR.
If you want butt stock you take it to an SOT Gunsmith to register it SBR (Short Barrel Rifle) for you for $200 to the ATF then if you want a foregrip you do the same and register it as AOW (All Other Weapon). If SOT do it for you that's $5 but if you do it that's $200 to ATF.
Buy the 16" rifle with the buttstock. Take the buttstock off and put the MP5A1 pistol buttcap on and the problem is solved. It's still a rifle or better yet buy the A3 buttstock and have the best of both worlds.

It's bullshit law, and I hope some real president has the balls to get rid of it with an executive order. (even though I don't like executive orders) :)
