Fred Phelps announced that he will bring himself and his followers to Tucson, Arizona, claiming that "God sent the shooter" that killed and injured civilians in the supermakert parking lot of Tucson.
Phelps, a paster who heads Westboro Baptist Church in Topeka, Kansas, deemed the victims as "sinners."
Phelps' daughter, Shirley Phelps-Roger, said that the 22-year-old Jared Loughner acted on God's instructions.
