This must be the older batch of Hawk pads. I had this exact problem on my car. You must install the OEM outer shims on top of these pads to avoid the glued-on Hawk shims from slipping out.
A few years ago, Hawk started rivoting shims onto their pads to avoid this problem. Even so you must install the factory outer shims as a form of proper installation.
@tyau1234 Nope! These were of new design. Another model of the same style caliper has riveted on shims. The old shims definitely are not able to be removed off the pads on these cars! Others, Maybe
It is a good thing this happened in the manner it did. Several years ago I was asked to investigate why an outer shim like yours moved DOWN against the rotor hub and actually cut through the cast iron, separating the rotor from said part. The other brakes worked, but the wheel according to the driver had to be held with a lot of force to keep the car veering off the road. It was concluded that a greasy glue surface combined with the caliper not square with the bracket allowed the shim to move

A month later The RTV is still holding.. :) They used prolly hot glue to attach these things.

Our own fixes, whilst not sometimes the most pretty, will often outrun/outlast/outperform the technology form the factories. Simplify!
