I'm only taking a shot in the dark here, but it's probably because Buckley was surronded by a multitude of Propane Tanks, and Dale was only in the vicinity of a small Propane Tank.

Still, wouldn't an explosion of that magnitude, ecspecially at that range, kill any normal person?
