This is typically caused by not having the minimun required DirectX support in the GPU.

For NVDIA GPUs, Direct 10.0 support is required.

For AMD and GPUs from other vendors, DirectX10.1 support is required.

For me it's more complicated, my game installed just fine and when i enter the game the screen start blinking like crazy and the game loads the menus but the screen is blinking all the time, and the only way to stop the blinking is to put the game in windowed mode, but hey it's not fun to play such a game in windowed mode.

I got the .cab error, fixed like this.

Go to the .cab files, delete all of the cab files. Run the dxsetup.exe and it should work. Did for me anyway.
