I don't mean to be -that guy-, but they did do their research. It didn't test well at all in America. Kids didn't want to watch something that looked as cute as Mega Man. They wanted Power Rangers and Batman, so Ruby-Spears changed the art style deliberately. It was the only way to get the show on the air.
