it also depends on a few other factors such as seeds and leeches, the more seeds and less leaches for the torrent download u want the faster, no seeds and no or more than one leech means the download will take an eternity

on my router package it says it can download at speeds of up to 24Mbps and when I run that test it tells me my download speed is 2.4 Mbps!!!

should I call the ISP to fix something? :)

You state Maximum upload rate is 80% of your total upload speed using figures from Speedtest

However utorrent states figures in KB = kilobytes whereas Speedtest gives these figures in kb = kilobits. As there are 8 bits in a byte you must take the figure from Speedtest then divide by 8 and then multiply by 0.8 otherwise your figure will be too high
