... The fact is all of those extras you see are from Merthyr. They are friends, family and team mates of Sarah. There are also replicas of Sarah's school, hockey club and own home, so even if the street is not necessarily the right street, those are the right people. Sadly, film companies have to choose locations that will fit well on the screen and dress them accordingly. It's not meant to be an accurate portrayal of the town, just an inspirational video about community.

They would have got permission from the town if they had to use a different street to shoot. A lot of the time film companies shoot different locations because the cameras won't fit down the street/there are shops on the street with other advertising which wouldn't be able to be shown. It's perfectly legal - filming companies do it all the time...
