I started by just using image/adjustments/hue-saturation. Make sure you check the "colorize" box. Then you can use the sliders to adjust the base color as you see fit. After that, I add colors the old fashioned way by just painting them on. I start my drawings in black and white to get the basic values down.

I usually have my brush set to around 40 to 50 on both opacity and flow. It varies alot between the two.
