As for Flashover and air l think you are confusing this with a backdraught which is waiting for sufficient oxygen to be introduced. Look at the clip again do you see any closed windows or doors?
Certainly if you suspected a backdraught the last thing you want to do is to be standing on a roof cutting a hole in it!
Being a training scenario it could be for new recruits to test out gear, entry procedures etc.

I think they don´t go inside because that was too dangerous.when they are going inside the Fire get Air and then a Dangerous Flashover is very possible Following.A deathly Danger..
