I never throw the "most" word around any artist but I'd definitely say Mike Campbell is the classic example of a severely underrated guitarist - simply by virtue of the fact that he's not a show off. He plays in a song-oriented band that's not about extended solos and therefore the makers of those "top guitarists" lists tend to overlook him.
