This game is not by Atlus, it's by Spike and published by them also in Japan, Atlus just got the license to publish the game in America. Blame your own companies who don't care about licensing the game instead of blaming Atlus.
I think he was talking generally and I have noticed that even many games developed by Atlus (even as far back as the first Persona on Playstation or titles for NES) usually aren't published by them in Europe. For instance, Raidou Kuzunoha had to be published by Koei, even though Raidou is made and published by Atlus in the U.S. and Japan.
I don't exactly know why Europe doesn't seem to have a dedicated Atlus game-publishing branch since Europeans have a strong liking for their work.
I just like that "Badass Rumble" is part of the title.

Which is a shame, as they usually make good games.
