Is the LED designed to handle: power on - power off - power on - power off - power on. That type of flash (slow or fast)?

Yes LEDs can be flashed thousands of times per second. This unit is completely self contained.

So... Erm... This is a two-lead, intgrated circuit with RGB-LED properties... So where is this useful except for attention seeking devices? Can't change it's behavior in any way...
