Yes. That was addressed about a year ago. The amount that tends to work well is a puddle of glue about the size of a U.S. quarter or a little larger.
Also, with good technique, I can get a smooth glue job now by coating the rubber and blade separately, letting both sides dry, and then rollering the rubber to the blade. It is harder to get a smooth job this way, but it can be done.
I'm cleaning the back side of the rubber with rubbing alcohol. The idea is to remove any mold releases, powder or dust so that the water based glue can better stick to the back side of the rubber. I'd be more concerned about how the solvents in rubber cement affect the rubber than how alcohol might. Rubbers without a cloth backing will stretch and wrinkle when a glue with organic solvent is used (rubber cement.) That seems "scarier", but history shows no problem with rubber cement either.

OH MY GOD!!! Do you have any idea about what Table Tennis is? What you show in this video is TERRIBLE! For those that dont know... dont do this!!! To much glue! You dont wait until the glue almost dry!ALCOHOL in the rubber? That is insane!!! And to finish, you dont nead to put papel to prevent the glue went ind the other side!!! Just be careful!!! I am a professional of table tennis and know what I say!!!
Yes it is. My first "good" blades were two Donic Waldner Allplays. I now use Donic Waldner Diablos which are basically the same blade but a little faster. So my Allplays have been put into service as hardbat blades since they are all wood.

Depends on the rubbers. This, BTW, has nothing to do with the video or the process of gluing a rubber to the racket.
