I think its because the swim cap he is wearing on the inside is the good one. I mean the one the he likes to use the one that doesnt slip etc. And the one at the outside is the one with the sponsors.

its for comfort and to stop the goggles from coming off being a swimmer myself i jus put my goggles on first then the cap on for galas but training i put goggles on second for comfort

is it good to wear so much clothing when walking onto the pool before you swim? phelps does it. can someone please tell me if its good or not? thanks

um I dont understand how it could be bad, its not like youll be swimming with all those clothes. But its for presentation each athlete must where his countrys clothing formally, the Judge always gives a signal for the athletes to have time to take off there clothes anyways so its not anything to worry about. Its also good to be covered before a race so you feel comfertarable and at room temperature so you dont have a chance of getting sick.
