Though I agree with your main point, I feel the need to point out that the quote with which you open the piece ("The right of the citizens of the United States to vote shall not be denied") does not appear unqualified anywhere in our Constitution. The phrase appears four times and each is qualified by a class of denial (race, sex, poll tax, age - in the 15th, 19th, 24th, and 26th amendments, respectively)
