Actually, in 1958, Argos Films asked Alain Resnais to direct a doc about the atomic bomb with Chris Marker. Marker went out of the project very early. Resnais, who realized there were already plenty of good doc on Hiroshima, decided to create a fiction about bomb's effects. Then, he asked Marguerite Duras to imagine a love story with the ghost of the atomic bomb.

It is a doc. We had to watch it for our film class.

It is definitely not a doc. While it does use some actual footage from after the bombing of Hiroshima, the rest of the story is fictional, written by Marguerite Duras.

However, Alain Resnais has made plenty of documentaries, and perhaps you're thinking of one of those (like Night and Fog, which was about the Nazi concentration camps).
