The only difference is the government would be able to know who much is in the fund, they can't dip in to it, like social security. No he is ashamed of the jerks in Congress who will use any excuse to blame someone else for something they caused. It was environmentalists who caused this spill because they forced BP to drill at a depth that ensured that if there was a problem that it would be almost impossible to fix. Not only that Obama has turned down help from over 13 countries to clean up the spill, some of them who actually have expertise doing it.

BP deserves some kind of apology. They paid protection racket money to Obama and his band of leftist thugs in order to PREVENT this kind of treatment. while i wouldnt of apologized, its the job of the courts and criminal prosecuters to make sure bp 'pays'. Theyre also laws in place (some just passed) to make sure bp pays its liabilities. This $20bil is only going to be abused w whoevers 'overseeing' it taking their own 'cut' and/or giving it out to their 'friends'. *cough* seiu acorn etc. *cough id have the $ given to a charity that handles disasters and have them distribute it. I dnt trust the govt to do it at all.

Unprecedented. Gee, let's see. When an individual is suspected of a crime they go before a judge who orders them to pay some amount of money. That money is then placed in escrow to ensure that they fulfill their obligations and don't just skip town.
