For clarification, "all six skull achievements" means the hidden skulls on the mythic maps; longshore, heretic, sandbox, orbital, assembly, and citadel.

@UranicAlex you can spot a bungie employee by the famous "flaming helmet" if you don't know, it is what it implies, the helmet of the bungie employee's Spartan is on fire. It was also given to one non employee by winning a G4 challenge on longshore. I doubt they have given it to anyone else

SithJohn93, recon may be achievement tied, but the only ones you need to get are; landfall, holdout, iron, the road, assault, clensing, refuge, last stand, the key, return, campaign complete: normal, heroic, and legendary, all six skull achievements, graduate, and coastal highway. You will more than likely get the one for uplift reserve and the firefight map of your choosing, but are not required

This was completely true until the vidmasters came out, now, the only way is to get recon is the brainpan, annual, lightswitch, 7 on 7, endure, classic, and Deja vu achievements from halo 3 and halo ODST. If you try to get it by impressing them, it won't work.

you dont have to loose exp to get it...bungie puts out a playlist on the 7th called "7 on the 7th" and they reset your exp in that playlist every month so you can get it

thats no the easiest way, easiest way is to overload the map with trip mines, this disables the guardians, u make a teleporter where the skull spawns since it gets removed when u overload the map then start a new round go through the teleporter and get the skull
