Just found this:

YTV aired short programs in between shows: little vignettes from the National Film Board of Canada, What on Earth Is, and The Undersea Adventures of Captain Nemo to name just a few programs.

@PiratedComedy Yes it did. It got yanked off the air after parent's and teacher's groups complained that it was "too violent." The same held true for Fred Wolfe TMNT. That's why the network has rules about what they can show to children.
