Because Ayane had always been over-looked as a child because of the way she was born (Raidou had raped Kasumi's mother). As a result, Ayane was always looked down upon while Kasumi was treated with great care. She then began to grow jealous of Kasumi, which would soon turn to hatred and even a sibling rivalry. The only two people Ayane ever truly cared for was Hayate (her half-brother) and her foster father Genra (he volunteered to take in Ayane as if she was his own daughter).

Ayane was ordered to kill Kasumi for leaving the village along with her jealousy hatred and sibling rivalry it made her want to kill her more. She seemed to mellow out in 3-X2 she let Kasumi go to go after Genra, and they were friendly in Doaxbv. She stopped Kasumi from practically killing herself saving Helena in 4 and they were friendly in X2. Doesn't she care for Hayabusa too she's friendly with him and helps him out in the Ng games.

The reason why Ayane is shunned by the village is because she was the result of a rape, Raidou (the end boss in the first DOA) raped Hayate and Kasumi's mother, and Ayane resents Kasumi because everyone liked Kasumi better. Its all in the opening video of DOA ultimate.

If you saw the whole of the dead or alive ultimate intro (which there should be a link to on the side) then you will see hayate with kasumi and it shows him at the time of when all of them are young. Them people are just random people. Gosh, they dont even look like hayate theres the big clue!
