@JonnyPsychotic being on a highway doesn't negate the fact that you should be able to control your vehicle. And the yellow car doesn't stop, it's just merging improperly (not getting up to speed fast enough). The much faster speed of the bus makes it look like the car is stopped/ slowing down. Who is at fault can depend on local laws. In the US it would most likely be no fault due to the road conditions. But again it could swing either way.

Thats why rear end collisions are 9 times out of 10 the person in the rear's fault. Yes it was stupid driving on the yellow car's end, but the bus driver should have been going at a safer speed due to the water on the road. If you're driving fast enough you can't control your car in an emergency, it's your fault
