No...you can have a dragon whenever you want. You can get this mount, the 'Albino Drake' from the achievement 'Collect 50 mounts'.

There are separate quests.

The level 10 ones available in Orgrimmar and Stormwind.

Then there is the level 60 quest in Lower City in Shattrath.

After you complete the chain (or after the end of Children's Week) you lose the Orphan and the whistle used to summon him/her.

But, you can talk to the Orphan person and they give you another.

FYI you don't have to not turn in the orphan. Once you complete then chain the matron will have another option to give you a whistle to summon the orphan.
