They're glowsticks tied to shoelaces. You can get glowsticks for about $1 each at wal*mart (they come in 2-packs for $2) and a pair of shoestrings for about $1 in the shoe section. Most wal*marts sell these.

but it's a shame you use handles, it's harder to adjust length of your strings when you're transitioning from different lengths, try making a small finger loop for your index on the end of the string so that you can easily open your palm anytime to shorten/lengthen the strings for different size weaves by wrapping the string round your hand on the fly... its so much easier that way for me

You are right. Handles are glowsticks attached to both ends on the string. There are different styles associated with handles, like for instance, color switching and tosses are Big when it comes to handles. You can still do the same poi and wraps, but string manipulations are tougher.

Her "four beat weave" is actually a five beat weave and then her five beat weave is actually a seven beat weave, which is just really impressive.

It seems easier to do basic poi, but makes wraps and such harder.
Both have pros and cons, with handles you don't get rope burn on your fingers though, that's good.
