Communism could and was used as a tool of opression though, and to instill fear, but it depended very much on the particular model and did the benefits outweigh the disadvantages or the other way around. The old Yugoslavia took it's own route, not dependent on the Soviet Union or China, and until it's demise was fairly successful.
The Indian state of Kerala is communist, by democratic election each time (yes), and has social systems as advanced as the west, like Cuba.
