There's a container right by Denel that has all the spells you will need in it.

when i hit it with the weakness to frost it moves and just closes agian any ideas

@ADTRROCK1 its not a weakness spell use snowball or an ice projectile thats what i did

I had to kill one of the ghosts in order for it to open

@Mindroach Check with the mages guild across cyrodil.I think they offer high level skills like that.only thing is you want be able to buy them until you make it to a certain rank in the guild.you can also create these kind of spells in the create spells part of the guild in the imperial city.
