Congress approved the war, as required by the War Power Clause. Once Saddam was overthrown, the UN Security Council passed the first of many resolutions authorizing military forces. At that point, the purpose of the US military was to save Iraqis and limit the brewing civil war. By 2006, WMDs was ancient history. We were there in 2006 under UN authority.
