It is (in a way!) Onra. Because he never cleared the samples Coke had the samples recreated in the style of the original and sent him the recreations which he then rechopped like he did with The Anthem.

From what I've read, originally they went to Onra and wanted to use the original track. Since there was a sample used that they couldn't track down the copyright owner for (label didn't exist anymore) they had someone re-do it, with slight differences. They gave Onra a co-writing credit and a depressingly small amount of money.
