Downpipes come out of the exhaust-half of the turbo/s and go (down) to connect to the exhaust. They are usually the biggest hinderance on vehicles because the exhaust flow is what generates power. From the factory, the downpipes contain catalytic converters that are produced (like most everything else you can't see) to be as cost-effective as possible and still achieve emission standards. This comes at the cost of performance, which is why people opt to replace them.
@leomazdaspeed3 only wrong in this particular car. In most FI cars, some cats are in the downpipes. The person asking didn't specify. Originally, I had the word "usually" there, but I ran out of characters and figured for the sake of being able to finish my last sentence, I could omit a word to save space due to the small percentage of FI cars with post-DP cats.
