ME2 was originally going to open as the player controlling Legion and assisting Liara in acquiring Shepards body for Cerberus. It's discussed in the making of DVD. The subsequent "order of recruitment" was kind of shoehorned in towards the end of development (along with Freedom's progress as an intro to the Collectors) which is why these dialogue interactions exist.
@Syphadeus You're right about that, but in actuality they just recorded possible phrases for every character in every scenario because they knew people would edit the saves to get companions early on or change things up. Like male Shepard's infamous "I'm not screwing Garrus." So basically the dialogue exists because Bioware is awesome.

jj0ck33, it is incorrect to say that it is impossible in every way to have Tali and Legion in this mission. Some players (Xbox version at least) were able to skip one of 4 initial dossier missions by completing other dossier missions plus loyalty mission of Zaeed. Which is verifyable by public record of their achievements. So, skip Garrus missions, go suicide putting Miranda to leader's duties, have Legion and Tali survive, _then_ go recruit Garrus and voila.
@Waine999 If you have them all loyal and pick Miranda and Jacob for the Fireteams, Tali for the pipes, Samara or Jack for the Biotic, then it's who you take on the final battle. Ideally it should Grunt and Legion. (A heavy wepons specialist and someone in the middle of the spectrum) I can give you a more detailed run down if you like.

Garrus can also lead the fire teams. "Disloyal" Miranda can lead the fire teams as well. So, if you can't use the Charm option to break up her and Jack's fight, side with Jack. Legion and Kasumi can also go through the pipes. Send Mordin to escort the crew back to the Normandy (unless you're taking him to fight the final boss). DO NOT take Grunt, Garrus, or Zaeed to fight the final boss. The "Defense Quotient" won't be high enough to protect "disloyal" or low defensive squad members (e.g, Tali).

The original issue was keeping "Disloyal" members of your crew alive for the No One Left Behind trophy. So, Waine999 taking Tali to fight the final boss wouldn't have saved her.

@TraNWhiZ Yes, if you finish his loyalty mission then they will attack you, they probably made it that way so you have to finish everything up before you get attacked. So technically, loyalty missions are only made objectives if you talk to the person. No objectives mean getting attacked, objectives mean no attack.
I don't get why they put this dialogue in but made it where we could only get Legion later on in the game. Perhaps dialogue is missing for him elsewhere.
i just hope they dont make probing so tedious this time around. Its like 60% of the game i was probing planets for a bunch of resources you dont need. At least make use of all that in ME3 please. I have enough resources to last another 5 mass effect games.

on my 1st playthrough- without resource grinding- i was set for whatever i needed, & just had to pop out for 10 minutes once in a while to cap off my ores..i can think of 1,000 WAY more tedious video game tropes to accomplish that same goal

Bioware did originally have the game set where you could recruit everyone without a set order but changed it for some reason, this is why there's dialog for the characters.
@supervegito2277 Yeah, you have to get all the first dossiers (excluding dlc ones) in order to go to Horizon. Probably when they were making the game they didn't require that originally, so they added in voice lines for all the characters you get later.
it is on there, they(bioware) voiced all dialogue possible before the final cut of game and before plot lines were arranged. just never get garrus. get tali and go back and get him.

@lilnickyt91 ax cheat = infinite skill points (ONLY ON XBOX 360) = you can max out all your powers at only level 5 using a glitch in the system
so you wait until you have 10 skill points, then you start spending them on your powers. purchase a power up to rank 3, then when you're about to purchase rank 4, press A and X at the same time so you get all 10 points refunded back and the rank 4 evolved power at the same time - then repeat for all your powers. result = ridiculously kick-ass character.

@toritofine No it's based on how many missions you do. If you recruit Legion the amount of time you have until the crew is abducted is limited to about 2 - 3 missions. You CAN wait before you use the IFF, you can wait as long as you want before you use it. But the entire crew of the Normandy will be killed, all except Dr. Chakwas. If you go 1 mission after the abduction, most of the crew will be dead, except for Chakwas and Kelly. If you go immediately you save everyone.
I was lead to believe that you can put off the Garrus recruiting mission, so likely they put it in in case someone wanted to put off the mission long enough for someone to recruit both tali and legion. that would explain the dialogue.

@Lark88 I agree Shepperd sounds to nasally and also his voice just does not fit the way the base character for Shepperd looks, he sounds more like a winy geek half the time and the other half like a weakling trying to sound tough, in three I hope they get a more many sounding voice actor.
@vash9252 i've played both games with german sync and trust me: the english voices are overall so much better and tremendously add to the atmosphere. Quarians have accents, garrus sounds the way he looks, and so on and so forth. in the german version, there are no accents, garrus sounds like a whimp etc. IT'S HORRIBLE
So you got Legion and Tali before Garrus even though you have to do the Reaper IFF mission and head straight to the Omega 4 Relay or you went back to go get Garrus...
@NoDaddyNotTheBeIt no he hacked his save file (look at the descript) tali and legion were originally meant to be recruited earlier in the game but bioware changed it after they did most of the recording.
the characters were originally able to be gotten in any order at all, but, because the 360 version of the game had to be split into 2 discs they split the recruitment in half so that you had to get one half first, then you could get the other half.
The best logical explaination would be when bioware designed the game, they obviously have a beta version on the game, these versions were probably tested by game testers. So possibly in beta form, the dialouge was set up, and every squad member was available to recruit. But a counterexample is that legion was found on the reaper IFF mission, meaning that you could have recruited legion another way in beta. Sorry, thats all I can say. XD

Before they released the game, or such, there was no specific order in which you could obtain your allies whatsoever, they added it later so this conversation and whole scene is actually in the game, just not obtainable anymore since they added the "specific order"

Is there anything ingame that prevents you from recruiting legion and tali before doing garrus' mission? Or do they only unlock after you grab the first couple?
@jj0ck33 i think there is a mod that lets you unlock all dossier's and you can recruit who you want up to a number before launching the horizon mission. the bummer though is to get legion, you have to get the Reaper IFF early.
@jj0ck33 actually, if you find hidden missions and complete them, they sometimes count towards your required total for each non linear phase/recruiting phase, this is how alot of people end up fucking their crew come the last mission, they spend too long jackassing around and actually have these side missions affect the end game status (everyone except for chakwas dies)
@LadyLatias the most logical answer I think is that they had all the dialogue for every possible character combination done for every mission, and then AFTER they had all the dialogue possibilities, they then decided the order with which you're allowed to recruit people.

@supervegito2277 Yeah, you have to get all the first dossiers (excluding dlc ones) in order to go to Horizon. Probably when they were making the game they didn't require that originally, so they added in voice lines for all the characters you get later.

@lilnickyt91 ax cheat = infinite skill points (ONLY ON XBOX 360) = you can max out all your powers at only level 5 using a glitch in the system
so you wait until you have 10 skill points, then you start spending them on your powers. purchase a power up to rank 3, then when you're about to purchase rank 4, press A and X at the same time so you get all 10 points refunded back and the rank 4 evolved power at the same time - then repeat for all your powers. result = ridiculously kick-ass character.

@toritofine No it's based on how many missions you do. If you recruit Legion the amount of time you have until the crew is abducted is limited to about 2 - 3 missions. You CAN wait before you use the IFF, you can wait as long as you want before you use it. But the entire crew of the Normandy will be killed, all except Dr. Chakwas. If you go 1 mission after the abduction, most of the crew will be dead, except for Chakwas and Kelly. If you go immediately you save everyone.

I was lead to believe that you can put off the Garrus recruiting mission, so likely they put it in in case someone wanted to put off the mission long enough for someone to recruit both tali and legion. that would explain the dialogue.

@Lark88 I agree Shepperd sounds to nasally and also his voice just does not fit the way the base character for Shepperd looks, he sounds more like a winy geek half the time and the other half like a weakling trying to sound tough, in three I hope they get a more many sounding voice actor.

@vash9252 i've played both games with german sync and trust me: the english voices are overall so much better and tremendously add to the atmosphere. Quarians have accents, garrus sounds the way he looks, and so on and so forth. in the german version, there are no accents, garrus sounds like a whimp etc. IT'S HORRIBLE

the characters were originally able to be gotten in any order at all, but, because the 360 version of the game had to be split into 2 discs they split the recruitment in half so that you had to get one half first, then you could get the other half.

The best logical explaination would be when bioware designed the game, they obviously have a beta version on the game, these versions were probably tested by game testers. So possibly in beta form, the dialouge was set up, and every squad member was available to recruit. But a counterexample is that legion was found on the reaper IFF mission, meaning that you could have recruited legion another way in beta. Sorry, thats all I can say. XD

Did bioware make the secret dialouges because they knew players would find ways to mod the game so you can get characters early or did they do the dialouges because they didn't know when they would make the player recruit the characters?

@iareShroomz The second option most likely, i suppose they wrote up the script for every member and only worked out the order later after the recordings - so they already had all these audio files so they said "what the hell, lets include them anyways and let the modders have a bit more fun"
I think its smart in general for every developer to support modding to their games, gives them longer life span and doesn't cost anything, and besides - we all like mods :P

It's not strange at all and not an easter egg.
Before they released the game, or such, there was no specific order in which you could obtain your allies whatsoever, they added it later so this conversation and whole scene is actually in the game, just not obtainable anymore since they added the "specific order"

@jj0ck33 i think there is a mod that lets you unlock all dossier's and you can recruit who you want up to a number before launching the horizon mission. the bummer though is to get legion, you have to get the Reaper IFF early.

@jj0ck33 actually, if you find hidden missions and complete them, they sometimes count towards your required total for each non linear phase/recruiting phase, this is how alot of people end up fucking their crew come the last mission, they spend too long jackassing around and actually have these side missions affect the end game status (everyone except for chakwas dies)

@LadyLatias the most logical answer I think is that they had all the dialogue for every possible character combination done for every mission, and then AFTER they had all the dialogue possibilities, they then decided the order with which you're allowed to recruit people.
