They make a glue for the lips now, mainly for attaching lip glitter, but I imagine it's strong enough to keep small rhinestones in place. It's non-toxic. Just make certain that your rhinestones aren't backed with a mercury alloy to make them shine. The cheaper ones are likely your best bet as they simply use a silver paint on the backs. The mercury backings give a more 'diamond-like' finish and are more expensive. OR use 'real' Swarovski crystals. They have no backing at all, but are quite dear.
