Suzaku Kururugi has got to be one of the most poorly done characters in existence. He is trying to bring about change from within, but the only substantive changes they are, are changes to Suzaku's own situation. Any time the Black Knights try to gain the Japanese people's actual objectives, statehood, and freedom from Britannian rule, Suzaku is there to shut them down. This makes it really hard to believe he cares about anyone but himself.
