Looks exactly like a home-made fire balloon - a polythene dry-cleaning bag with the mouth held open by a ring of solder wire, drinking straws or balsa wood (such as lolly sticks). The flickering orange glow is the flame from the group of cake candles mounted in the base to give it lift. I can't believe anyone would be daft enough to think that this thing is flying at high speed when it's clearly just drifting, and its the helicopter filming that's moving past it.
