It's her expression of the song. It's interesting, but she's no Dylan with Emmy Lou Harris.

She comes from a long tradition of mumblers. Jagger, Joe Cocker, Van Morrison, and many others. I like a bit of slurring now and again. It gives a little texture to the lyric and puts a focus on the sublties of the phrasing. If the voice is an instrument, you can experiment a little with "effects" and delivery of different sorts. As for Dylan, he was one of the first to sing with obvious affectation. It worked for him. He sounded cool. (like he wanted).
