    I'm spanish but I've never tried Piquillos with that stuff, they should be great.

    Just a little trick that we do to stuff the peppers (with meat or with cod). You have to put the peppers on a pan, with a clove of garlic, put one tablespoon of sugar over the peppers and cover with olive oil. Put the pan over low heat for a half an hour. Then you can stuff like you want.
