@fatsobackup it was explained in the movie that he actually thought it was above ground and reported there was going to be a bomb threat. Doubting they took him seriously he went there to see for himself. When realizing their mistake he tells a cop and she tried to arrest him, so he flees into the subway and realizes that it isn't above ground that what ever disaster happens will be below. By then it's too late. I can only imagine what the cops would say "Oh yeah. we got a tip. We didn't listen"
