Seeping up? Phosgene is heavier than air. If is is liguid the temp has to be lower than 46 F or so. Hang time? The reason it was used in WWI was its ability to get into the trenches and its nastyness. It gets low into the trenches so people hiding/sick/on stretchers would be worse off/die. While I agree the Criminals are pulling out all of the stops, there are much better way to do it than phosgene. Phosgene is a NON-PERSISTANT. I thought Wheeler had a Minot/Barksdale connection.
