I would strongly encourage other people to try and catch out other clerks trying to do this. Here's how: if you ever have a winning scratch ticket, make a photocopy (or run a scan) and take a digital picture of it. Allow a friend (non-relative) to see your scratch card and have them sign the photocopy attesting to its authenticity. Bring it to the store, and see if the fish takes the bait. If the clerk tries to steal, there's more than enough evidence for the lottery commission to investigate.
