This appears to be an excerpt from the Tsunami Video Production: Kobudo. I'm going to guess that the producer had several weapons brought to the studio and didn't communicate clearly the difference between "sai" and "manji." The PA should've brought both.
There is a huge difference. The manji are more difficult to "holster" in the obi. They tend to go loose, since only one "prong" points down. The balance is also different. If you throw sai more often than manji, you'll find the balance and grip of manji more difficult to control because both ends are tapered. Sai handles are straight.
I'm sure the real Mikio Nishiuchi would have known this, I was seeing if I could get a response from the person who posted it - I have asked Shihan if he finally joined YouTube when I saw this clip and he said he wanted to know who was claiming to be him!
That's deplorable to be impersonating someone else! Do you think it might be "D.C.?" I stopped buying his videos, mags, and uniforms when I found out he backed out on certain business agreements.
Sorry, I don't know anyone besides my teachers and the people they mention from Okinawa (living and otherwise). I tried to contact this YouTube member but never get a reply. I doubt there are many people beyond Shihan with this name and no other in kobudo. I know this person is not the real deal because he also posted a Japanese pop music video, which Shihan would never do.

Better nunti (no manji) but if you do not have you can use sai.

Isn't a nunti a staff with a manji on one end? If no, why does the end look exactly like a manji?

Manji-sai and Nunti-sai are the same weapon. The staff with a Nunti or Manji-sai is called Nunti-bo.
