It's not about banning the sag, it's about asking certain people to have more self respect. The senator is well aware that we are not so much judged on what we say as what we do - how we present ourselves. Yes people are - and should be - free to dress how they like but if a woman dresses in a highly sexual way then she shouldn't be surprised if she has guys ogling her or asking her for sex. For the sag: don't be surprised if decent people cross the road to avoid you.

I am black, I'm only 21, and I hate sagging pants. The way it comes from prison is that when you were taken it they take your belt and shoe strings from you to keep you from hanging yourself. This led to the sag.
I don't know if this happens to white people, but when I see a black person looking or acting foolish it makes me self-conscious. I start to think that other people outside of the race are going to judge me the same way I know they're juding the black guy who's acting like a jackass.

A point I wanted to add to the discussion is how can the state senator in the video have in the background the words "don't surrender control of your image" I guess to peer pressure even as he is essentially arguing that these young people alter their image to fit in with the expectations of society (again a form of peer pressure). No way do I like that campaign because we need freedom of expression, clothing doesn't hurt anyone so it is certainly not something to enforce on people. No one's private parts are showing because they usually have boxers underneath. The style isn't my personal tastes but everyone is an individual and has their own personal tastes, which they should be free to live. There are also so many other important things to focus on.

I don't know if anyone's written in about the "prison fashion" question. But as I understand it, in a prison "relationship" where one man basically becomes another prisoner's property---the prisoner being forced to be sexually submissive demonstrates this by sagging his pants.
