An upside down face is not a Familiar point of view, So the brain gives you an "image" to help you "see" what's "actually" going on, But when the view is more familiar (or when the image is Right side up) You notice it more

I read about this in an awesome Scientific American issue about hard-wired perception and optical illusions. It is amazing how much of what we percieve is actually hard wired. We did not need to evolve the ability for the brain to flip facial features because we don't encounter upside-down people. So it never evolved...and the upside-down one is known to look hideous and horrifying.
