THE BEST THING: You can return to your old IP only desconecting the program!
Nexon bloked the Hotspot shield after the beta i think. there are some other ways to bypass the security, but they are a bit complicated and the risks are high (u can get banned). Lets wait for Nexon Europe and SouthAmerica to appear : ( Many years to wait...
